NASPC Citizens Summit 2026 Sparks Fresh Debate on State Policing and Security Reform.

The National Association of Seadogs, Pyrates Confraternity (NASPC), Katamaran Deck, has deepened public engagement on Nigeria’s security challenges with a live radio programme, Citizens Summit 2026, aired on Lion 93.9 FM on Tuesday, February 3, 2026. The discussion focused on the theme, “Decentralised Security Architecture: Defining Federal and State Roles in State Policing.”

The programme brought together civil society actors and ordinary citizens to examine how a decentralised policing system could strengthen democratic governance and public safety. Guest speaker, Comrade Tiamiyu Mustapha, immediate past Chairman of the Committee for the Defence of Human Rights (CDHR), Ogun State Branch, offered a detailed analysis of the subject.

In his opening remarks, Comrade Tiamiyu explained that decentralization goes beyond the creation of state police. According to him, “decentralised security architecture is not merely about creating state police, but about redefining responsibility, accountability, and proximity of security agencies to the people they serve.” He noted that Nigeria’s over-centralized structure has struggled with local security challenges and argued that state policing could improve intelligence gathering and community trust.

However, Comrade Mustapha warned against political abuse, stressing that “State policing must not become a tool in the hands of governors to intimidate political opponents or suppress dissent.” He added that strong oversight and human rights safeguards are essential for success.

Listeners also joined the conversation during the phone-in segment. One caller observed that insecurity at the grassroots requires local knowledge, while another raised concerns about funding and professionalism. Responding, Comrade Mustapha said sustainable funding, training and transparent recruitment would be critical.

The Capoon of Katamaran Deck, Comrade Jamal Apena, reaffirmed the purpose of the initiative, stating that the association is committed to platforms that promote informed public debate. He described the summit as one designed “to bridge the gap between policy discussions and the everyday experiences of Nigerians.”

In closing, member Idowu Samuel Adeoluwa said the programme reaffirmed the group’s commitment to civic education and policy advocacy. The association thanked Lion 93.9 FM and Comrade Mustapha for their contributions, as listeners praised the summit as a timely intervention in Nigeria’s security reform conversation.
